Fowlr constant white haze

My friend has a 110 fowlr for about 6 months and lately the tank has a white haze all the time. The tank is overstocked. He has great flow, skimmer, etc. He's been performing 25% water changes every three days for about two weeks to no avail. All the fish are super healthy, but it's foggy. Any suggestions? was crushed coral used? my tank is foggy as well i rinsed crushed coral well but still cloudy.

active carbon? fine mesh filter sock?
