I am thinkin' I want to set up a FOWLR tank (75-125 gal.) Is tap water ok for fish only tanks? I know RO is better, but for a FOWLR setup, could you get by with using tap water. Or would it still be a algae problem?

Tap water is typically going to introduce PO4, so there is still going to be algae. It depends on your local source as to how much effect it will have. Doing a FOWLR usually means you are going to have some larger hungry fish, so the bioload is going to aide in algae growth.

I have a nice 75gal for sale-complete set up (no rock).
