Frag tank lighting

I'm working on setting up a frag tank. I have two tubs hooked together for growing the corals and one for a sump. The tubs are about 15"x30"x18" (WxLxH). Any idea what the best and cheapest way to light these is? I've thought about getting a 48" t5 light to go over both of them, but right now I don't have anywhere near enough corals to fill both tubs up, so it seems like a lot of wasted light.

I was also wondering if I could light it with compact flourescent lighting. Not the aquarium tube kind, but the kind you buy to replace incandescent bulbs. Would it work to use some 6500k CFL bulbs, supplemented with a couple of actinic t5's?
