I have a frogspawn coral that has four branches on it, but only 1 of the 4 branches actually have life on it, the other 3 heads are dead. Would it be safe to cut off the dead branches? If so, how do you recommend doing so?

If you can cut the dead heads off without getting close to the living tissue on the live head - and can cut them off smoothly so there's no sharp points that could snag the live head - then you can go ahead and cut them off if they're bugging you. I use a dremel to frag my LPS if you have one.
I can't make them out in your picture so they may be too close to the live head to safely remove.
you safe with using a dremel. As quackattack stated, once you don't go close to the living tissue. Even though I have cut through heads of frogspawns and they have survived.
