Fu Manchu Lionfish with bubbles on face

I have an adult Fu Manchu (Twinspot) lionfish that I've had for over a year in a 75 gallon FOWLR. He eats frozen krill or silversides about 3-4 times per week. He is active and behaves normally. For the past 2-3 months he has had clear bubbles under the skin of his face. They don't appear anywhere else on his body and I can't see anything moving in the bubbles. I'm not going to touch them because of the risk of getting stung.... :) No other fish in the tank are showing any signs of problems.

The only thing I have ever heard of is "Gas bubble disease." But I don't really understand how this would have happened. I haven't changed any equipment. I can't get a decent picture of him, but I will keep trying. Does anyone have any ideas?
