GFCI and grounding probe questions.

HI,
in my house/country there is no grounding. all equiment and even my GFCI come with two connecting cables hot and neutral the 3rd one is not present.
years ago I had some current in my water and added a grounding probe that I connected to a water pipe it seems to have sucked whatever electricity that was in the tank and I no longer felt any electricity when my hand was in the water nor when I tested with a voltmeter. few days ago the grounding cable got cut and when I put my hand in the tank I felt a stronger tickling sensation on cuts on my finger, still not a jolt but more intense than what I remember from before. reconnecting the cable fixed it. my questions now are should I inivestigate mor on the cause of the power leak? is there usually some current in the water in all tanks or is something wrong? one last thing is that my GFCI is not tripping although some of the current is being taken by the grounding probe to the water pipe. still my GFCI did trip when I had a bad contact on one of my fans. is there something wrong with my GFCI? one last question a bit out of topic is if someone has no grounding probe and there is a contact in an electrical item in the water. when one comes in contact with tank water and gets shocked will the GFCI trip early enough to avoid serious injury or not?
 
No metal sheets.
actually the plugs from the walls have only two lines in so even if any connecting cord had a metal sheet I guess it would be useless.
do you think I should disconnect all underwater items before reaching in the tank?
 
All pump manufacturer recommend turning off the pump when working in the tank.

I would suggest turning off you pump and lighting one by one until you find the source of the amp leak.
