Glue and Paint

Is there a glue that I can use for acylic to glass (baffles in a sump). How about PVC to glass or acrylic?

I've heard you can use Krylon to pain the back of the tank. Can you brush it on or do you have to use spray cans. Spraying won't work cuz I can't move the tank outside and have to do it in the room it will set up.
