I'm thinking it's a rock boring urchin. Harmless like a pincushion, but won't pick anything up to decorate itself.
They supposedly eat algae, but mine will gladly take a little piece of shrimp.
Yep, rock borer. Pretty common hitchhikers, and absolutely harmless unless you have something really delicate that they might walk on and damage. Will probably eat dead things.
