Green Spotted Puffer in a Reef?

I have two Green Spotted Puffers in a 25 tall SW. We have had a few puffs in FW both figure 8's and green spotted and I know that they can be extremely aggressive. Every other time I have had other fish in there with them they would nip at them until they killed them.
I am moving soon and plan to put in sand and live rock once I get to start setting up the tank at the new place. Don't worry I will cure and cycle it all properly first, not that new at this. The thing is I would like to add some snails and other inverts to the aquarium to take care of the mess left behind by the puffers. I have heard about one guy that was able to keep some hermit crabs in his tanks by putting empty shells on the sand bed confusing the puffers.
Seeing as these guys arent the biggest of the puffer species I was thinking I would be able to put some inverts in that had thicker shells.
Any help would be appreciated.

I have a friend who keeps her green spotted puffer in a full blown reef. If you have had the puffer since it was a baby, I think it is more likely to be reef safe. Also, if the puffer has never eaten any snails or shrimps before, there is a better chance that it will not eat them now.
If you try a snail and it doesn't work, the empty shell trick works (for a while).
(My green spot doesn't attack other fish at all, no nipping. But when I put any invert in the same tank, the puffer will flip every empty shell until it finds its target, just my experience)
