Dan at SeahorseSource has them occasionally. He's also probably one of the best seahorse breeders out there, and is not only very helpful and knowledgeable, but he also provides some of the best quality horses at good prices.
Yes, I know Dan and his quality! I have purchased seahorses from him on a number of occassions. I had checked with him about the barbs, and currently he doesn't have any in production. A few weeks ago, Blue Zoo Aquatics had a couple of pairs of barbs for sale, however they were pricey and pen raised! I'm hoping someone in this community knows of another resource.
I'm not sure, but maybe Peka's Ponies, and maybe Seahorse Corral too.
I'm not even sure if they're still in business, but I've heard good things about them. And they could have some barbouri.

Thank you for the reference but Peka's Ponies has closed down... I love seahorses and still occassionally raise fry as a hobbyist but I don't have barbs at this point.....

I have a male Barb in need of a female. He prefers that she's pretty but demure; she can be fun but not bossy or naggy; also she must like shrimp and holding tails
But seriously, I'm waiting for Dan U to come out with a batch 'o Barbs too
