Hair Algae problem

Its been more than 4 months since it started. It began with leaving my RO/DI outside in direct sunlight. I believe thats what triggered the Hair Algae bloom.
I replaced all filter media in my RO/DI, bought Phosban, change the water every 2 weeks and tried physically remove the algae using tooth brush, nothing I accomplished.
Most of my hard coral has vanished, the only survivals are my Yellowstripemaroon, cleaner shrimps, Randall Goby, 2 of maxima clams, green star polyps, leather, and monti. Most of my softies are gone too. This Hair Algae is all over the place.

Here's alittle bit info about my tank:
70 gal
10 gal refugium w/ miracle mud and spaghetti algae
65w pc for refugium, turns on when the main lights are off.
NO1=0
NO2 =0
NO3 = 0
PO4 = 0

I dose Kent marine Alk Buffers and Calc twice a week, and feed the clams and fish with DTs and frozen Krills

I know that there are some forum members that has the same type of problems, but I think the search function is temp unavailable. So if this is issue has already been discussed and solved thousand times, please forgive me and direct me to the prev post.

Thank you for your help.
