Heated pump

I have 2 vortechs on ym tank. There about 3 months old. One is cool to the touch where the other one is hot to the touch. Does that mean that one could possible not be working properly and also mean that it could burn out son. The one hot to the touch is also louder then the other one. Could I get a replacement for it ?
