welp for filtration a have a skimmer and i have 20lbs of LR in a 36g tank

Im going to say no it wont be enough light.

so what would i need to keep it satisfied?

At minimum for a BTA (Bubble Tip Anemone) I'd say you'd need at least 4 T5 HO's to keep it satisfied. Metal Halide would be much more powerful, and better, but it produces a lot of heat.
