Help ID Disease

I have had this percula for some time and just noticed that it has a thin white raised line of tiny bumps between the lateral line and dorsal fin, on both sides.
fish is lethargic and seems to be breathing heavy. I introduced a smaller true percula last week that i had monitored at a LFS for a few days. It looked fine and still seems to be doing well.
After initial research the only thing i can find that might be accurate it Mycobacteriosis

No know treatment is posted on the site and it seems to possibly be transmittable to humans.
Please advise.

this is the best picture i could make on iphone.
you can barley see the white on the orange and dark section of the clown above the lateral line.

No, those symptoms aren't typical for Mycobacterium marinum. Although I would have expected the new fish to die first, it sure looks like Brookynella - from what I can see in the picture at least.
