HELP lethargic clown

Today my male clown has suddenly become lethargic. I've had him for almost a year. He has been in my DT since the day after Valentines day last year. He hasn't really left the corner of the tank hes been in all day (he left to eat this morning) and is currently sitting on the bottom of the tank in the sand bet breathing rapidly, other than that his body looks fine. The other clown and my dottyback are both perfectly fine.

A month ago we tried introducing a 6-line wrasse into the tank but he died. The most recent thing I did was change my 10gal sump out for a new DIY sump, same size but with baffles to stop the bubbles from my protein skimmer. I used 100% silicone and I let it dry for 24hrs, 12hrs more than what the tube said would be needed. I use soppy water to smooth it out and I rinsed out the sump thoroughly before adding it to my system. I just did a water change because of the new sump.

I have a clown, coral beauty and tang in QT right now that I think have flukes and have been treating them with prazi pro. I did two doses 3 days apart. The tang has been itching a lot less now, the coral beauty stopped completely, and the clown never started.

Please help

I am starting to get frustrated with the hobby:(

Have you tested Ammonia and nitrates? whats your quarantine procedure, do you just observe them for a few weeks or do you treat them proactively with TTM and prazi before introduction? You said you introduce a 6 line that died? do you know what killed him, any nipped fins or anything like that?

It's very hard to tell with the little information you've given so far but to me it sound's likely you introduced a disease in your tank with the 6 line, However i really need to know more about your quarantine procedures before i or likely anyone here can give you any definite answers.
 
On the 17th my nitrates were at 0 according to my API test kit, no color change what so ever. I can test my ammonia levels if that would help.

My quarantine procedure is putting the fish in a 20gal QT for a month and observe them. If they show any signs of disease I try and figure out what it is and treat it. I am quite certain the 6-line died from the dottyback's aggression. Could it really take more than a month for the fish to get infected from the 6-line?

This is my first time dealing with sick fish.

If the Store you bought them from was running a non therapeutic does of copper in the system holding sixline and the sixline had something like velvet or something along those lines, it could take from 3-4 weeks for a fish to start showing symptoms and. Im not saying thats what it is but yeah its a possiblity, Usually people start noticing their fish dropping like flies 3-4 weeks after putting a new fish when thats the case , i believe someone just made a thread dealing with it, actually.

But again its hard to tell with the info provided, Any chance you can get a picture of the clown?

Also 4 weeks of observation isnt a foolproof quarantine, unfortunately diseases like ich can be harbored without the fish ever showing symptoms, as well as the copper issue i mentioned. Personally i recommend doing TTM along with prazi and i myself treat with copper as well just in case, Thats me though.

Ammonia: <0.25 it isn't the lowest color but it isn't the .25 color either
Nitrite: 0
Nitrate: 0

Unfortunately I'm Stumped, I cant make out what this could be with what im seeing, Hopefully some of the more experienced guys can give you a better answer, Im learning towards disease introduced but i dont know.
 
The lights just went out on the tank and he got up and is swimming around right now. Thankfully there is hope for him.
