Help with possible disease!

I introduced a flame angel in my tank 2 wks ago. Stupid me has never QT and now realize the importance of it with the purchase of such a high dollar fish. I have been given a 10 gal tank with a mechanical filtration (hood lights, the whole setup) i know it is small but i have no choice. For the disease, he acclimated well into my tank he was shy for the first two days but after that he began to eat and swim freely with the other fish. 4-7 day after entering the tank it appears as if he had a thin layer of white substance over his right eye. I noticed it from the beginning but it wasn't as prominent until he came out and i was able to have a look at him. Now going on 2 wks he stills swims, not as active and he isnt eating ( I've dropped food in front of his "area" and he doesn't touch it). I'm thinking it may be pop eye, but im not sure does anyone have suggestions on the disease or should i wait it out a few more days and see if it digresses
 
There could be various reasons. You will have to do more reading online. Sometimes pop eye can be a result of internal parasites as well.

If the infection is only in one eye it may be a pop eye, but if it moves to the other eye its something else.
 
i am moving him to Qt today. i will treat with seachem kanaplex(kanamycyn sulfate). if i have both param. in my qt and dt tank can i move him w/o acclimation?
 
I would still acclimate. Also, you may want to research flukes. It is generally knocked out with praziquantel. Sometimes a white haze over an eye can be a fluke.
 
im so F**** ****ed. he is dead. he hasnt eaten in 2 days and i came home to do the transfer and hes dead, his eye completely burst, so that answers the questions on the disease(pop eye). i should have Qt him 2 days ago.
