tank cycled in a week and a half using established rock and water and using about 1/3 of the sand in an existing aquarium... is this normal

Yes, this is quite normal when using established rock and sand. Did you see a detectable ammonia spike?

when i whent fron a large tank to my current 30g nano,i used all the rock and water from the old one changing only the sand bed (caribsea live sand) and my cycling period was almost undetectable.so yes i would say its normal for cycling to take less time if using established and mature water,rock etc....
just my experience
