You could supply water to the reactor using a powerhead. A maxijet 900 or 1200 would work fine. I use 1200's on both of my reactors.
The amount of co2 bubbles/minute and effluent drips/minute depends on the load of your reef. In other words, depending on how demanding your corals/clams etc. are for buffer/calcium that will determine how fast you'll need to drip and, likewise, how much co2 will thus be need to break down the media sufficiently.
That's it in a nutshell. It takes a while to dial in your reactor and you'll need calk/alk tests to monitor how your water perameters are working out.
