Yes you are overstocked and your tank is too small for some of the fish you have (tang, angel). How long have you had the Mandarin? It is likely going to starve in your tank unless you have a LOT of pods, which would be rare in a tank as small as yours. You should do some research before you add fish to be sure they will be suitable for your tank.
