This looks like brooklynella! Is this a slimy substance that makes the fish look white or is it hundreds of tiny white dots?

After looking at the pics a bit closer it looks like ick unfortunately ick x isn't going to cut it you will need copper cp ttm of hyposalinity I personally would go with copper and the tattered fins are probably a bacterial issue setting in due to the parasites I would give the fish a bath in acraflavin ms or paraguard these have anticeptic in them and then treat with cu
