Looks more like velvet, but it is hard to say for sure.
I have a 10g with heater and large PVC tube that has had copper in it if you need something to treat in. You are welcome to borrow it for as long as you need it.
I used a combination of Formalin and Copper on our Copper Band Butterfly for something that looked similar.
I was successful in treating it and she is one of my favorite fish now.
"Copper is very effective but can be ineffective or toxic if not used at very specific levels. Choose a high quality product, follow the directions closely, monitor the copper levels in the water, and adjust accordingly. When copper is used, the water should be tested twice a day for copper levels for the first few days, and then daily for the rest of the treatment period. Most sources recommend an ionic copper level of between 0.15 and 0.2 parts per million for a minimum of 14 days. Alkalinity and the presence of carbonate-containing substrates can impact the absorption and release of free copper in the water. "
I picked up both the Formalin and Copper from Jack's at Easton. It is the same stuff they use in the store displays. They even tested my water for Copper through the process so I did not have to buy a test kit.
The formalin came in a Blue Box with Yellow writing, not sure of the brand off hand.
Looks like it could be brooklynella (sp?). Clowns are rather prone to it. If I remember right, a short formalin bath is a quick cure, but it's been too long since I had to deal with it, I don't remember the time or dosage.
