Interpret this TTM Behavior?

I was wondering if someone could explain what is happening to my fish during this TTM, (mainly happens during the 3rd transfer, but I listed it all just for reference).

This is my first time doing it, I have a 10 gallon tank from petco and a nuvo 16 I had laying around. When I first got the fish (Firefish and Tailspot Blenny) the 10 gallon tank was full. To conserve water/salt I have been using 5 gallons in each tank since. After each transfer I rinse the tank out with a vinegar/di water mix, then rinse out in di water, then let dry until ~1-2 hours before next transfer. I soak the PVC and heaters in a vinegar solution for a few hours, then rinse off with di and let dry. I toss the airstone and airline tube, and replace with a new one each transfer.

When I first added them to the tank, (from shipping) they settled in after a few hours. By the next day they were fine. So days 1-3 they were fine.

1st transfer to Nuvo 16 (same parameters, salinity and ph and temp) they seemed sluggish, but they were still swimming around. Eating fine.

2nd transfer back to 10 gallon, same sluggish behavior initially. I dosed PraziPro (1/2 treatment, then 1 hour later the second 1/2), and later that day they were back to normal; swimming around. (and eating).

3rd transfer to Nuvo16, they were initially fine, but when I came back from school ~8 hours later, they were breathing rapidly, on the bottom. (Tailspot blenny had the white "stress" stripes) I checked pH, Salinity, ammonia, and they were the same as when I tested that morning before the transfer (which matched the tank where the transfer was coming from). I made up some more salt water, took out about 2 gallons and added another 4. I also added a bag of carbon. By that night there was no change. However today (Hour 56ish) they are back to swimming around, blenny doesn't looked stressed. They ate. However they are still breathing fairly heavily.

Tomorrow (am) is the 4th transfer and they will stay in that QT for another 3ish weeks. I was also planning on dosing PraziPro again.

Has anyone experienced anything like this, am I okay to dose Prazi again? Is there something I am missing?

My hypothesis was that maybe the gill flukes damaged their gills a little bit, so they have to breath heavy to get in enough Oxygen?

Any help would be appreciated, sorry for the long read.
