Is a cycle coming?

I have a 90 gallon AGA tank, with a 40 gallon sump and a 25 gallon fuge. I use RO/DI water, used live sand and added about 90 to 100 pounds of live rock. The rock was from a LFS, they had it cycling in a tank with flow and heaters for about three weeks before I got it. The rock has been in my tank for 8 days now, and I have yet to see any kind of cycle. My water params right now are:

Amonia - 0
Nitrites - 0
Nitrates - 0
Ca - 400
Ph - 8.3
Alk - 150 ppm

I have a two part question:

1) How are these params?

2) Is it safe to assume at this point that the rock was pretty much cured and there is no cycle coming? Safe to add a clean up crew?

I have just noticed this evening that there is now some hair algae growing on the rocks and the sand is starting to turn slightly brown.

As always, thanks for all of the great advise. As a newbie, I would be lost without it!
 
Those params are nearly ideal.
I'd say that you won't see much of a cycle, and in any event it should be OK to add a clean up crew now...with the HA and diatoms starting, you probably need one.

Clean crew for sure but I would really wait a few more weeks to a month or so before adding much of anything else unless it was a damsil or two.........
