Is my flame angel sick?

I have a flame angel in quarantine. There are 2 potential issues I was hoping to get feedback on. I'm new to the hobby and could use some help here.

1) The flame angel will often swim on its side. It can swim upright but will swim on its side between the rocks. The fish also has a damaged right pectoral fin (missing some of its fin and doesn't seem to be able to control it completely). So, maybe this contributes to the fish swimming on its side?

2) The fish has some white patches on its dorsal fin. Could this be ICH?

The white patches look like lymphocystis, a mild viral infection that will go away on its own provided the tank has good water quality and the fish is fed a complete diet.

Hard to say what is causing the swimming behavior. Could be the damaged pectoral fin, or it could be something else. Is the fish eating and behaving normally otherwise?
 
Interesting about lymphocystis. I just looked it up and this could be what is going on. I'll read more on this and keep an eye out.

Again, I'm new to the hobby with the flame angel and it's quarantine tank mate (diamond watchman goby) being my 8th, 9th fish. But the flame angel seems to be eating and behaving normally. Note, the goby seemed in bad shape for a couple days. He was not eating and seemed very lethargic. But now he seems mostly back to normal.

Does the goby seeming sick for 2 days and then getting better help identify the issue?
