is my fox face dying?

My fox face has been in QT along with my other fish from my DT (fought off ich) for almost 3 weeks now.

Yesterday he turned dark brown almost black and is now staying on the bottom of the tank. He has been fine up until this point. I almost think one of his fins got ripped off or something because it tries to swim here and there and its almost like it only has a left fin, and when he struggles really hard gets off the bottom, its kinda limp like its flopped upside down, and slowly sank to the bottom.

He's still alive today but still doing same thing. Is there something I can/should do for him? Is this some kinda stressful random behavior of a fox face?

I'm treating tank with copper at 1.5ppm; all the other fish are doing fine. I do a 5 gallon water change every 2 days (40 gallon QT)

Any help?
 
Has it stopped eating? With the copper at 1.5 ppm, would I be correct in assuming you're using chelated copper and not ionic or cupramine?

What other fish are in there at this point? They can be shy, easily stressed fish for a bit, perhaps something in there is messing with it.

I am using myacin copper safe for copper;

I don't think anything is messing with it and I know my QT is over stocked but that is purely due to me treating ICH (yes, I've learned to now QT everything)

But to answer your question there are 2 baby blue hippos (2" long), 2 diamond gobies, a green wrasse, 3 clown fish, a watchman goby, and 4 small green chromis.
