is my tank cycled?

Is my tank ready for fish? I have had a 37 gallon tank for 4 weeks with 40 pounds of live rock and a refugium with calerpa and chaeto. Also have a sump. In the long run will i need a protein skimmer even tho i have a refugium?

yea you need a skimmer, did you find any nitrates or ammonia in the tank before, becasue if you haev never had any nitrates/ammonia it has not cycled, it might have from the bacteria off the rocks, but not sure

I don't think you need a skimmer if you are doing regular water changes. Limited "Bio Load" and regular water changes can be better for your system than a skimmer.

Why is your SG so low? Should be 1.025-1.026.

yes, ammonia was higher a couple weeks ago

and also i just did a water change today.. im a little low on salt
