Is the turnover rate directly related to skimmer performance?

I want to know if the sump turnover rate is directly related to the skimmer performance??

basically you would want to have a 3-5 times per hour turnover rate in the sump.
This I imagine is related to more dwell time in the sump for the skimmer to skim the water better.

Now what if you fed a recirculating skimmer with one of your two overflow pipes(restricting the one that is feeding the skimmer)?
Then water turnover in the sump would not really matter because skimmer dwell time is already being controlled.?!?!? Right?

The only reason I see to controlling the turnover rate in a sump with this set up would be to facilitate refugium macroalgae growth with slow flow.

What do you guys think??
 
Skimmer performance is most greatly affected in my opinion by surface skimming. The skimmer placed in the first separation in your sump with a direct feed from the pre-filter enhaces skimming more than any other factor. After that I would say GPH skimmed comes into play...but its a far 2nd.
