Is there a difference between Moguls?

Are all moguls the same or is there a difference between Electric and Pulse?

same, the pulse/electric is the ballast.

But different bulbs work better with different ballasts. The Iwaki bulbs only work with certain ballasts. My ballasts will fire my Ushios ever time but one of the ABs I used to have fired maybe 60% without assistance.
