Is there a Timer that measures seconds

yes, goto HD and get a digital timer. they are like 30 bucks.

or if you wanna spend more, get an RKL. from DA.
 
if you need more on/off cycles per day you can also us a time delay relay, cost more than the lamp timer sometimes though, but you can get them pretty cheap on ebay. it'd save you about 10 bucks but wouldn't be as slick as that timer.......but if you need more cycles per day try the relay.

I use them with cheap 48 event timers to get misting for a few seconds every half hour for green house propagation. A 60 adjustable relay lets you fine tune down to a single second. up to as many times a day as the timer allows.

what are you dosing with that needs throttled back to seconds? try an aqualifter pump for slow flow on the cheap.
