Is this a coral?

Tunicate or sponge I would say, not a coral.

Does anybody know a better place for me to ask this question? I'm curious about what it is and how I might try and take care of it.

If there is any polyp extension try take a photo. Take a look at photos of Palythoa caesia and see if there is any resemblance. There are some zooanthids do not have individual polyps. Try posting on www.reefs.org in the hitchhiker section
