Is this flukes?

Does anyone know what this is.
There is whiteish bumps on one fin.
This angelfish is eating fine. I tried a freshwater dip for 5 mins. I didn't notice any thing falling off.
Any ideas what is affecting this fish.
I don't want to try anymore treatments until I know what it is.
The fish did not like the dip
