Is ths Hair Algae

Is this what I think it is. Lights are 36w PC Actinic for 13 hours a day, 36w PC 10K. The bulbs are 1 year and 4 months and plan to replace them tomorrow.
Nitrates are 3 and Phosphates are 0. Is this caused by old bulbs and the new bulbs will correct the problem. I have never seen algae in the tank other then the usual on the glass.

On the subject of bulbs should I get a 50/50 and actinic, or stick with 1 each. Also should I adjust the times.

I agree your bulbs probably need to be replaced since they are over a year old, also could try running some phosphate remover to help rid you of it
 
The first pic is some type of macro just pull it out. Second looks like the beginning of turf algae which is like GHA but it grows in mats and is harder to remove. No need to worry though all algae problems can be fixed.
