issues with heaters, need help

I am in the process of cycling a 24g aqua pod

it has a 70w HQI

b4 I put a heater in, the water temp would be at 70 degrees, even with the halides on all day.

Wanting to get the temp up, I put a heater in the rear pump compartment. I set the heater to 78, but the heater continued to heat up, so I lowered the heater to the lowest setting and it still heating way past 78.
So I went out and bought another heater and it is doing the same thing?

any ideas?
 
What kind of heater do you have? Do you have a thermometer with a probe? If so, is the probe located near the heater? This can cause incorrect temperature readings if it is. BTW when was the last time you checked for the thermometer's accuracy.
 
unplug your heater and let it sit in your tank for at least 15 minutes. this will allow the heater's temp control to adjust to your tank's temperature.
