Jager Heaters - Truly submersible??

I have a few of these heaters and although they are advertised as "completely waterproof and submersible" they have a maximum water level mark. I have read on other forums that you can stick the heater all the way under the water and run it like that just fine. I thought RC would be a good place to get the straight dope on this issue from people who have actually used the product.

Can you run Jager heaters completely submerged?
Or, do you have to leave the top of the heater above the water at all times and honor the maximum water level mark?

I believe all of the ones I have are the TS Series.

completely submersible, that indicator has something to do with electrical standards or something...
