leaking bulkhead

i drilled my tank 3 of 4 of my bulkheads work and one seems alittle bit uneven drilled i did that its alittle bit bigger just a smige when i was drillin it moved alittle but i used so much silicone on both sides and i dont know why it still leaks, the bulkhead seems to want to turn when i put a return pvc pipe on it im like w hy are you turning i siliconed you any help would be appreated

Drill a piece of Plexiglas or acrylic and glue it to the hole that was to big and make sure u put a nice silicone seal around the lip that's what id do.
