Only None is acceptable/safe.. anything more than none is unacceptable/unsafe

Do not confuse a true short to water/failure of a piece of equipment from induced/static voltage. Volt meters are sensitive pieces of equipment and will pick up random/stray readings that many newbies think they have a "small voltage leak".. A "small voltage leak" does not happen.. There is either an exposed circuit in contact with the water or not.

Install quality GFCI protection for all submerged components and move on. It will let you know there is a problem.. Please don't go sticking a volt meter in your tank and jumping to conclusions.
