Lighting a 30 gallon

Hello all,
I have a 30 gallon with a 10 gallon sump and was wondering

if I put my 400w MH about 18" above the tank would it be too strong of lighting? (I would supplement day/night cycle with actinics and moonlights

That's a lot of light, have you considered putting a 250W or a 150W (depending on what you are keeping in there a 150W would give you 5W per gallon which is good for metal halide). I would also consider a 14,000K bulb and lose the actinics and just use the moon LED's
