Are ballasts like power supplies, in that power is drawn?
Ie, if I get a 2x96W PC ballast, can I attach 2 x 65W PC lights?

basically the ballast are what take the 120 or 220 and fire the bulbs. so if your using MH you need a wattage similar bulb like 250w ballast for 250 bulb.

I was asking more for power compacts (PC) fluoro's.

found a place having some sales/clearances on ballasts. That;s why I was asking if a higher power ballast can fire a lower power rating power compact fluoroescent.

Yes and No, Electronic ballast i.e Ice cap 440 & 660 will allow you to do combination of lights but magnetic one are pretty much rated to run 1 specific lamp or combination.
