Liquid epoxy safe once cured?

Some of my rock work is held together with 30 minute and 5 minute 2 part epoxy from when it was dry rock. I can not comment on the quantity described in your picture though.
 
Its probably reef safe ...BUT...that type of epoxy is usually very thin (watery) and is quite brittle. Its made as a replacement for dozens of coats of varnish, not bonding. I would just try a more conventional epoxy.
 
Recommend pulling the MSDS for any epoxy product you plan to put in your tank and compare it to known reef safe brands/formulas.
