typically yes. ask to see where they are holding it. should be a lit tank or container with saltwater. Should have some coralline growing on it already. My lfs cycles rock in a large container outback and puts the final cured rock in a display tank inside. When you add to your tank, will likely still have a mini cycle depending on how old the rock is.

I can't really tell if there's corralline algae because it's the man made reef rock but he keeps it inside in a lit tank but there's also Fiji rock in there that says not cycled but I was looking into the man made "real reef" rock

Thats a good start. Would find out how long its been in the tank. Hopefully its more than just a month or two.
