I would do the following:
1) take the rock out and dump out all the old water
2) rinse both the rock and the container very well
3) inspect for nuicance algae, molds, etc. (scrub bad areas)
4) Add new saltwater so all the rock is totally submerged
5) Add powerhead to container to provide circulation
6) Add a refugium light or someother light source
7) Add livesand, rock rubble, Chaeto, etc. from another well-established tank (at least 3 years old) to "seed" your rock.
8) Optional: add new purchased liverock (fish store, internet)
9) Optional: add power filter (any kind) and protein skimmer
10) Be patient: the longer you wait the better
By-the-way,
don't forget to add top-off water to maintain salinity levels. this is just as important as a regular tank.
I'm sure there is someone near West LA that can donate some rock rubble and other goodies to help gettcha started.
