Minimal vs optimal light for 20g Long macroalgae tank?

Stupid question again: any thoughts about what will be minimal and optimal light for keeping 20g long macroalgae tank (watts, for 6500K)?
12" tank depth, minus 4" DSB.

And same for the flow, if possible.

Somehow I'm managing to end up with red slime over chaeto or caulerpa even with 5W/gal at 8" depth and flow 25x volume of the tank :( But no problem with corals, will try to keep some white xenia there too.

Now I'm replanning tanks and trying to make 20L as a planted refugium. It was such (with one fish) until dinoflagellates outbreak, but now for more than a month everything seems to be OK. Fishless now, more chances to keep it clean.

Any thoughts will be appreciated.
