Mixing vat buildup

I have a layer of hard, brown buildup at the bottom of my SW mixing bin. The buildup also can be found along vertical edges of the bin. It has a rough texture and tends to flake off when breaking it up. It is much denser than water since it doesn't stay suspended. It seems to SLOWLY dissolve in distilled white vinegar. When it does, it turns the vinegar brown and the buildup up more white.

There is no light in the mixing bin. The bin is not temperature conrolled. I mix to SG of 1.025. I use RO water and IO salt with a little Kent Marine pH buffer since the IO + RO tends to come out low in pH & dKH.

Does anyone know what this is or how is can be prevented? It clogs up the mixing powerhead and prevents me from using the last couple of gallons of water in the bin.
 
I do not know for sure, but this might happen if you add the salt before you have all of your water volume in the bin. I think some sort of calcific precipitate can form when the salt mix is hyperconcentrated. You might try posting this in the chemistry forum.
 
It almost sounds like bromine or iron coming out of solution. I have no idea if that is even remotely correct, try asking Randy in the chemistry forum.
