Need help grounding my reflectors

I need some help on how to remove electrical current from my reflectors

Is this grounded? Should the reflector still have electrical current? I thought this was suppose to remove the current.

How can I correct this issue?
 
Also, the reflector I have right next to it is hooked up to another ballast (that too has current through it). If the 2 reflectors touch, is that a problem?
 
I am still trying to figure out why you have current to your reflectors? Are the Ballasts grounded? The wire running to the reflector in the picture is not grounding the reflector. It needs to go to ground ie: attach it to the ballast.

The ballast should be hooked up to the ground in the electrical outlet if one exists.
 
So if I run a wire from the reflector to the ballast it will ground it, but not eliminate the current in the reflector?
 
What is heat resistant that I can maybe wrap around my reflector clamps so the bulb and reflector do not touch? Is there so sort of tape I could use?
