I can't tell whether your molly is in freshwater or saltwater, since a molly can live in either. Note that this Reef Central specializes in saltwater aquaria. If this is a freshwater tank, you will likely get better answers in another forum.
If I saw a smear like this on a saltwater fish, I would suspect Brooklynella:

In freshwater, I would suspect a bacterial or fungal infection, which might be best treated with a dye such as methylene blue.
In either case, I suggest testing for ammonia in the water, since that can trigger a variety of problems like this.

The pics are a bit blurry so it's hard to identify is he breathing heavy flashing scratching ? If so I would suspect a parasite if he's acting ok and it's not getting worse keep an eye on him. I have a molley in sw and she developes a similar looking "thing" we will call it, I suspected flukes but a fw dip revealed nothing. Keep in mind she's was Qt'ed treated with copper and prazipro before going into the tank, I've decided to watch it and see what becomes of it that's been several months now and she acts normal and still developes what looked like little opaque bumps or excessive slime coat some times loosing a scale but other than worrying me she acts fine. Hope this helps also +1 with above the fresh water guys might know exactly what it is
