Need some opinions

I've got another tank in the basement. Currently empty and my sister wants "something" in it w water.

72 bow was a freshwater tank years ago. What is the bare minimum I can do for light that will still grow some algea. The current light is not adequate so ill need to get one.. What is sufficient for fish only?

Any other suggestions/ideas I could do/have in the tank please share!
