I am setting up my tank and I have this funky shaped live rock piece. This live rock piece keeps wanting to float to the top of the tank. Can I just anchor it down with base rock or am I doing something wrong?

No I think its real live rock. I got it from a gentleman at my school. He talked me into starting a salt tank. It kind of half stopped floating. Now it is in the middle of the tank.
I agree Live Rock is usually porous but should not float it is still a mineral base and should sustain under water all the time. Perhaps that peice of rock is not rock but some other material mixed in.
