New Butterfly - Is this ICH or normal?

Hi. I just received this fish from DD. He is about 1 week into QT and I noticed some small white specs on his fins. They are very tiny, and are not where else on his body. I have a couple of pics below. What do you all think....early ICH stage, something else...or nothing at all. (I noticed the spots yesterday...they are in the same place so I don't think its any sort of detritus.

Opinions please.

I agree. Smart to use a QT and this is a great example of why. IMO & IME, DD has the best fish on the planet; even they recommend a QT regimen.
