New foxface twitching its fins, why?

I purchased a foxface a week ago, he is in qt and eating great. My question is that he constantly is twitching his dorsal and ventral vins. I have lowered the salinity down to 1.009 (I do this will all new fish), but I thought I read somewhere that twitching is a sign of an internal parasite. What would cause this twitching? He is eating and seems to have put on some weight since I got him. Any suggestions on what to do?

Like I said, I thought I read it somewhere. An external parisite makes more sense, but does anyone know what it could be? There are no visible marks/dots on the fish anywhere and his color and appatite are good. What could it be?
