New LET Retro - dim bulbs

I just wired up my 60" LET retrofit and when I put the bulbs in, they are not lit consistently along the length of the bulb. Issue is occurring with both sets of endcaps. Noticed the issue more on two blue ATI bulbs, didn't notice as much on the geissman but I think that's because it's a white bulb. Does this sound like a wiring issue? When I wired it up, I payed attention to wire color but there are two wires of each color, does it matter which wire of each color specifically goes to which terminal in the endcap? I.e if you switch the two blue wires, will it still work?

Give the bulbs some time to burn in

Bulbs need over 50 hours of run time before they're burned in and firing on all cylinders
